The list of everything loaded on an arriving vessel or aircraft, filed with customs. Nothing can be unloaded or moved into a bonded warehouse until it is accepted — due 24 hours before arrival by sea, 4 hours by air.

It is the complete account of what a given sailing or flight is carrying, filed with customs by the carrier. What appears on it are the MBL consolidations and the HBLs inside them. The carrier files the master manifest; the forwarder files a house manifest covering the individual consignments within its own consolidation. Customs only knows what is aboard once it has both. The deadlines - By sea — 24 hours before arrival. On short routes, such as from China or Japan, before departure from the loading port - By air — 4 hours before arrival. On short routes, before departure Missing the deadline carries a penalty, and before that it stops the cargo moving. If tracking has stopped at arrival, this is worth suspecting. The ship has docked, but if the manifest has not been accepted, or does not match, customs will not permit unloading and nothing proceeds. The usual causes are a description too vague to be useful ("GENERAL CARGO" and the like), a weight or piece count that does not match, and missing or wrong shipper and consignee details. There is nothing an individual can do directly. Filing is the carrier's and the forwarder's job, so the request has to go to whoever shipped the goods or handles the clearance. Once it is accepted, the unloading report follows, and then warehouse entry.
