The government body responsible for clearing imports and exports and assessing duty. Personal customs clearance codes, one-time authentication codes and the weekly customs exchange rate all come from it.

It sits under the Ministry of Economy and Finance, with its head office in Daejeon. The service and a customs house are not the same thing. Korea Customs Service is the headquarters that writes and runs the rules; a customs house is the office at an airport or seaport that actually looks at the goods and clears them — Incheon Airport Customs, Incheon Customs, and so on. When someone says their parcel is "held at customs", they mean one of these. For someone buying from abroad, the service is where the following come from: - Issuing, renewing and cancelling the personal customs clearance code - Sending and displaying the one-time authentication code - Publishing the customs exchange rate each week - Setting the list clearance thresholds and the goods excluded from them - Assessing and collecting duty and VAT There are two places to go. The dedicated e-commerce customs platform is the one for individuals buying from abroad: clearance codes and one-time codes live there. UNIPASS (unipass.customs.go.kr) covers trade more broadly, and is where the weekly rate and the progress of an import declaration are found. When a shipment stops in clearance, the number to call is not the head office but the customs house holding it. Whoever shipped the goods, or the company handling clearance, will know which one that is.
