Cargo manifest

manifest · master manifest · house manifest · manifest amendment

The document listing everything carried on one sailing or flight, filed with customs. It is filed both inbound and outbound, and splits into the master filed by the carrier and the house filed by the forwarder.

It is the only way customs knows what is aboard. Cargo not on it does not exist as far as customs is concerned, and where it differs from what is actually there, the difference is the problem. Master and house Carriers do not accept consignments one at a time; they accept the consolidated load a forwarder brings. So the manifest comes in two layers. - Master manifest — filed by the carrier, at MBL level: how many consolidations are aboard - House manifest — filed by the forwarder, opening up each HBL inside its own consolidation Individual consignments are only visible once both are in. Without the house filing, the consolidation shows but its contents do not. Deadlines - Inbound — 24 hours before arrival by sea, 4 hours by air. On short routes, before departure from the loading port - Outbound — before the goods are loaded When it is wrong — amendment Where the description, weight or piece count does not match, a manifest amendment is filed. The procedure differs depending on whether the declaration has already been accepted, and frequent or late amendments attract penalties. The usual reasons: - A description too vague to be useful — "GENERAL CARGO", "SAMPLE" and the like will not do - Weight or piece count that does not match - Missing or wrong shipper and consignee details - Consolidations changed during transhipment or splitting If your own shipment has stopped at arrival, see the inbound cargo manifest entry: it sets out where it is held and what to check.
