Express operator

express carrier · express courier · express operator grading

A company registered with customs under the Customs Act to carry express consignments. Customs grades each operator and varies inspection rates accordingly, so which one carries your goods affects how fast they clear.

The rules call it an express consignment operator: a business carrying commercial documents and samples on international vessels, aircraft or border-crossing vehicles, registered with the head of customs under Article 222 of the Customs Act. Not anyone may register. Disqualification as an operator, unpaid customs or domestic taxes, or a registration cancelled less than two years ago all bar it. Customs grades each operator The head of customs assesses operators and places them in four grades: - Excellent - Good - Needing improvement - Under management The assessment covers how diligently goods are selected for inspection, how information is provided and rules observed, and how accurately declarations are made. The grade sets a different inspection rate, and can restrict clearance at the operator's own facility. This is where it meets clearance speed. Cargo moving through an operator on a high inspection rate is that much more likely to be opened, and being opened costs days. The same goods sent the same day can clear on different days depending on who carried them. The three routes an operator handles The value of the goods decides the route. - List clearance — up to USD 150 (USD 200 from the United States). A list of the goods, no import declaration - Simplified import declaration — above USD 150 (USD 200) and up to USD 2,000 - Full import declaration — above USD 2,000, or anything excluded from the other two HubNet Logistics runs its own express clearance centres at Incheon Airport and Incheon Port. Because we run them rather than renting space in someone else's, we can see where a shipment has stopped and act on it.
